Абоненты заплатят за «закон Яровой»

Комиссия Российского союза промышленников и предпринимателей (РСПП) по связи и информационно-коммуникационным технологиям предложила ввести «специальный платеж для абонентов и пользователей услуг связи», средства от которого пойдут на исполнение «закона Яровой».
Размер платежа может составить 3–5% от среднемесячного счета абонента – примерно 9–15 рублей. РСПП полагает, что ежегодно получится собирать 50–85 млрд рублей. Расходовать полученные средства будут в рамках концессионного соглашения между государством и операторами, контролировать этот процесс должно Минкомсвязи. Затраты на реализацию резонансных поправок бизнес-объединение оценивает в 17 трлн рублей до 2019 года, что приведет к росту тарифов до 180% и не позволит отрасли инвестировать в строительство сетей 5G. Кроме того, РСПП предлагает вводить требования по хранению трафика поэтапно в течение как минимум трех лет: сроки хранения голосовых и СМС-сообщений ограничить одним месяцем, онлайн-трафика – 72 часами в целом и шестью месяцами в отношении конкретных лиц по запросу правоохранительных органов.
